Govolution has extensive experience working with Federal departments and agencies to deploy electronic payment solutions. Some of our Federal engagements are described below.
National Oceanic and Atmospheric Administration
The National Marine Fisheries Service, part of the National Oceanic and Atmospheric Administration, needed a solution to facilitate online renewal of fishing permits. For example, each fall NOAA/National Marine Fisheries Service requires West Groundfish Limited permit owners to renew their permit for the coming calendar year. Govolution enabled NOAA to develop a Website to allow permit holders to renew and pay for their permits online, improving administrative efficiency and simplifying the renewal process for fishers.
National Oceanic and Atmospheric Administration’s Individual Fishing Quota (NOAA IFQ) in Alaska offered permit holders the option to pay their annual fee by credit card or ACH via the Internet through Govolution using the Department of Treasury’s Pay.gov infrastructure.
Bureau of Public Debt
The U.S. Treasury's Bureau of the Public Debt (BPD) used Govolution to provide a platform that enabled customers to securely purchase U.S. Savings Bonds, including the re-released Patriot Bond, on the Internet. BPD often processed over $100 million per month on the Govolution platform using Visa, MasterCard, American Express or Discover cards.
Federal Communications Commission
Govolution worked with the Federal Communications Commission to create a solution that provides a secure and scalable Internet platform to allow citizens to apply for or renew all types of FCC broadcast licenses. The agency extended its collection capabilities from credit card to include acceptance of Automated Clearing House (ACH), or electronic check payments.
U. S. Commercial Service
The U.S. Commercial Service, part of the International Trade Administration, makes international market research, trade event information, and other export tools available to interested parties from a single source online. Govolution provided the ability to process electronic transactions online.
Customs and Border Protection
Customs and Border Protection hosts various conferences and symposiums, routinely attended by hundreds of representatives from the international trade and transportation communities. Govolution managed the entire registration and payment process and allowed participants and interested parties to purchase videotapes and other items from the symposiums via credit card.
The U.S. Department of Commerce Census Bureau “CenStore” allowed citizens to purchase CD copies of selected Census publications and products using major credit cards. This expanded the ways in which consumers could obtain this material, making it possible to purchase Census data and reports online, 24 hours a day, 7 days a week. Govolution previously processed credit card transactions for Census and integrated with a Siebel call center application. The solution gave them the ability to process all types of orders, whether placed by mail, through their call center or online.
Department of Transportation
Govolution enabled the Department of Transportation "Do-It-Yourself" website to allow DOT’s major organizations, including the Federal Motor Carrier Administration and the Maritime Administration, to process payments for safety violations and fines, register for various courses, and place orders for DOT-specific awards and medals through a one-stop-shop website.
Govolution delivered online credit card and ACH processing for the DOT’s Transportation Security Agency. This Agency is lead the nation’s fight against terrorism by working to ensure safety in the country’s various transportation systems. Govolution’s systems managed collection from air carriers of payments including Passenger Emplanement Fees and Air Carrier Safety Fees.
Formerly a part of the Federal Highway Administration, the Federal Motor Carrier Safety Administration’s primary mission is to prevent commercial motor vehicle-related fatalities and injuries. The Federal Motor Carrier Safety Administration enabled members to register and submit payment for insurance and fines online using Govolution’s technology.
The U.S. Department of Transportation’s Office of Pipeline Safety (OPS) ensures the safe, reliable, and environmentally sound operation of the nation’s pipeline transportation system. Since 1986, OPS-regulated user fees have funded the entire pipeline safety program. Govolution enabled OPS to provide online access to pay annual pipeline user fees, civil fines and penalties, and Freedom of Information Act requests. OPS was the U.S. government’s first agency to implement an Internet-basedACH debit collection system.
The Federal Railroad Administration (FRA) is responsible for ensuring railroad safety throughout the nation. To monitor railroad compliance with federally mandated safety standards, FRA employs 400 inspectors operating out of 47 offices throughout the country. FRA collects payments for civil penalties and fines, in addition to Freedom of Information Act requests on its web site.
The mission of the Maritime Administration (MARAD) is to promote the development and maintenance of an adequate, well-balanced, U.S. merchant marine, sufficient to carry the nation’s domestic waterborne commerce and a substantial portion of its waterborne foreign commerce and capable of serving as a naval and military auxiliary in time of war or national emergency. MARAD enables citizens to register and pay for Fire Fighter Training Class; order and pay for Merchant Marine Medals, Awards; submit FOIA requests; and submit Cargo and Vessel Statistical Data Bank Orders using online payment solutions.
The Highway Safety Act of 1970 established National Highway Traffic Safety Administration (NHTSA) to carry out safety programs under the National Traffic and Motor Vehicle Safety Act of 1966 and the Highway Safety Act of 1966. Govolution enabled NHTSA to collect online credit card payments for Import Fees, Technical Information Services, and FOIA requests.
The goal of the Federal Highway Administration (FHWA) is to continually improve the quality of the nation’s highway system and its inter-modal connections. Govolution enabled the FHWA to collect its yearly geophysics payments online.
The mission of the National Highway Institute (NHI) is to provide leadership, expertise, resources, and information to improve the quality of the U.S. highway system in order to enhance economic growth, quality of life, and the environment. NHI develops and delivers training and education in cooperation with its partners to sustain and expand the transportation community’s professional capacity in technologies and strategies, accelerating the implementation of the state of the art and advancing the state of the practice. Govolution enabled NHI to collect online credit card payments for its Course Training Materials Catalog.
Export-Import Bank of the United States
The Export-Import Bank of the United States offers U.S. exporters the loans, guarantees, and insurance products necessary to compete in the global marketplace. Govolution worked with banks to create a secure solution that allowed the Export-Import Bank to process electronic transactions.
Financial Management Service
The U.S. Treasury Financial Management Service (FMS) is responsible for administering the Surety Bond program for the Federal government. Companies that wish to directly insure or reinsure federal bonds, or be recognized as an Admitted Reinsure, must apply with FMS to be able to provide this service to the public. Govolution worked closely with FMS to create forms that mimic former paper-based applications, and to integrate Govolution technology to collect annual fee payments. One unique feature of this implementation is that it uses a PIN system to handle ongoing expenses incurred during the program.
Department of State
The U.S. Department of State Automated Cash Register System (ACRS) is a client/server system deployed at diplomatic posts worldwide to collect consular service fees, present receipts, and perform daily/monthly accounting activities. Govolution delivered the ability for ACRS to handle credit card and debit card transactions. ACRS interacted with an Oracle database system, which stored all ACRS data. Only credit card information necessary for validation and collection was sent via a State Department intranet to a Washington, D.C.-based application server. That server then communicated through a message-based interface using a secure and encrypted 128-bit SSL HTTPS link to a Govolution server that handled all transaction processing. Ultimately, the program covered 280 locations worldwide.
Govolution initially developed a pilot program for the Department of State which eventually was rolled out to hundreds of locations internationally. Govolution enabled U.S. Mission cashiers to accept credit card payments, replacing the existing cash collection system.
General Services Adminisration
The U.S. General Services Administration Premier Lodging Program is designed to guarantee government employees specified hotel rates by contracting with participating hotel properties. Under PLP, the government contracts with individual lodging properties in specific geographical areas to provide federal travelers with a guaranteed minimum of rooms at a contract rate that is at or below the per diem rate. PLP awarded initial contracts in Boston and expanded the program to Chicago, Denver, New York and Washington, D.C. Hotels confirm their booking of federal employees and forward an assessment to GSA using several Govolution-enabled modules.
Library of Congress
The Library of Congress Licensing Division in the Copyright Office administers the compulsory and statutory license royalty fee mandated by the Copyright Act. Govolution created Web-based forms that mimic the paper forms formerly filled out by individuals and companies that must pay royalty fees to the Library. Govolution hosted the forms and provided the capability to accept ACH payments. The Library of Congress managed and administered all transactions using Govolution reporting technology, making reporting and accounting functions increasingly efficient.
Department of Agriculture
The Department of Agriculture’s Agricultural Marketing Services Perishable Agricultural Commodities Act (PACA) Branch encourages fair trading practices in the marketing of fresh and frozen fruits and vegetables in interstate and foreign commerce. Govolution provided a system that enabled citizens to apply and submit payment for the mandatory PACA license online.
Department of Education
Working with the Department of Education Debt Collection Service, Govolution designed, created, and implemented a system that allows twelve different debt collection agencies to process student loan payments collected against defaulted loans.
Department of Veterans Affairs
The Department of Veteran’s Affairs, Veterans Health Administration needed a means to collect and process credit card payment, online for theVeteran’s Canteen Service Central Office. The program enabled more than 170 separate locations to place special orders to a central call center desk where orders were entered into the online system for authorization and capture.
Minerals Management Service
The U.S. Department of the Interior’s Minerals Management Service (MMS) is the federal agency that manages the nation's natural gas, oil and other mineral resources on the outer continental shelf. MMS offers a Web-enabled e-commerce application for users to create and purchase custom public information CDs and well log CDs for the Gulf of Mexico Region. MMS hosts the payment page and Govolution provided the credit card authorization and capture. Ease of set-up enabled the agency to periodically add additional cash flows for seasonal events such as its Industry Awards luncheon.
